Atlantic City Casinos: What’s Currently Open And What Isn’t
A full year and a month have gone by since Gov. Murphy ordered the shutdown of all nine Atlantic City casinos on March 16, 2020 in an attempt to contain the spread of the coronavirus. After remaining closed for an unprecedented more than 100 days, the Atlantic City casinos were finally permitted to reopen–but with many restrictions–last July.
Since reopening, all nine casinos have been able to remain open uninterruptedly, which is great news. And little by little, some but, by no means, all of the restrictions have been lifted.
Gov. Murphy has been very cautious about deciding what to allow and what not to allow. The goal is to ensure that the casinos’ excellent job so far in protecting both employees and guests will not become undermined by being too hasty in the relaxation of still necessary health and safety protocols.
This article will bring you up to date on the current health and safety policies in effect at all nine Atlantic City casinos as well as the services and amenities you can expect at each casino individually.
Mandatory restrictions remain in effect as of mid-April 2021
As of April 2021, some of the main restrictions that applied when the Atlantic City casinos first reopened nine months ago in July 2020 remain in effect with no change, while others have been lifted or modified. However, you should not expect the casinos to return anytime soon to the way they were before the pandemic hit when none of these restrictions were in place.
The fact that three FDA-approved vaccines now exist is certainly encouraging. However, it may take months before a sufficient number of people are fully vaccinated to make the necessary difference. Meanwhile, the pandemic is still with is, complicated by the fact that new variants might develop that might be resistant to treatment.
In addition, the long-term effectiveness of the vaccines remains to be seen. In other words, because there are still a lot of unknowns, it would be reckless to throw caution to the wind at this time. Like it or not, we should expect to be wearing masks and practicing social distancing at the casinos and elsewhere for a long time to come.
Mandatory restrictions when the Atlantic City casinos first reopened
As mentioned in my 6/30/20 article for NJ Online Casino, when the Atlantic City casinos were finally allowed to reopen in time for the July 4th holiday weekend, occupancy was limited to 25 percent of capacity. These capacity limits applied to both the casino floor and hotel room occupancy. Other restrictions included mandatory mask-wearing (except when eating or drinking), social distancing at all times throughout each property, and no indoor dining, drinking, or smoking
Initially, Gov. Murphy planned to permit indoor dining with the same 25 percent capacity and social distancing restrictions as elsewhere in the casinos. However, the spike in COVID-19 cases in other states combined with the lax attitude with regard to wearing masks and practicing social distancing on the part of many people in New Jersey made him change his mind.
As a result, eating and drinking were limited to hotel rooms of registered guests, outdoors, and takeout. That restriction caused Borgata Hotel Casino & Spa to delay its reopening to the public until July 26.
Very few amenities
All of the Atlantic City casino resorts provided a limited number of rooms for guests to stay overnight. However, other than eat, sleep, and gamble, there was little for them to do to occupy their time. Because of the social distancing mandates, many of the amenities that guests might otherwise enjoy like live showroom and lounge entertainment, swimming, and salon and spa services were unavailable.
Fewer games
Not being able to play the game of one’s choice was another disappointment that many players faced. In order to satisfy the social distancing requirements, many slot machines and gaming tables were closed, while those tables that remained open had fewer seats for players. For example, there could be no more than three players at any blackjack table, no more than four players at any roulette table, and no more than three players on each side of a craps table. Guests who were not actively playing were not allowed to congregate around a table game.
Meanwhile, the sportsbooks were allowed to reopen with social distancing. However, all five poker rooms remained closed.
What has changed and not changed at the Atlantic City casinos during the nine months since they reopened?
The same rules regarding mandatory mask-wearing and social distancing that went into effect when the casinos first reopened remain in effect. However, some restrictions such as those regarding capacity limits and indoor dining and drinking have been relaxed.
Other changes include the reintroduction of more amenities, though more so at some Atlantic City casino resorts than others, and the reopening of two poker rooms.
Attendance is now 50 percent of capacity
Effective Fri., Feb. 5, 2021, Gov. Murphy permitted casinos to increase maximum capacity from 25 percent to 35 percent.
Then, starting at 6 a.m. on Fri., March 19, a new executive order went into effect, increasing casino capacity to 50 percent.
Indoor dining and drinking
On Fri., Sept. 4, 2020, just in time for Labor Day weekend, indoor service was finally allowed to resume at the Atlantic City casino bars and restaurants. However, the same rules applied that were in effect at the casinos’ outdoor bars and restaurants. Attendance could not exceed 25 percent capacity, tables had to be spaced six feet apart, and everyone on the premises was required to wear a mask except while eating or drinking.
In addition, no eating or drinking was allowed except at tables and bars with seats provided for that purpose. No more than six people could sit together at a table, and no more than four people could sit together at the bar. Self-service eateries (salad bars and buffets) remained closed.
However, on Thurs., Nov. 12 due to a recent spike in virus cases, new restrictions were added. All indoor restaurants, bars, clubs, and lounges, were required to suspend service completely between 10 p.m. and 5 a.m. daily. In addition, all bar-side seating was prohibited until further notice. Patrons could still order a drink from a bar and carry it to another location where drinking was permitted, such as a slot machine, sportsbook, outdoor seating area, or their hotel room.
On Feb. 5, when capacity on the casino floor was increased to 35 percent, casino restaurants were also allowed to operate at 35 percent capacity.
New rules effective 3/19/21
Starting March 19, casino restaurants received the go-ahead to operate at 50 percent capacity. Furthermore, the previous order requiring all indoor restaurants and bars to suspend service nightly at 10 p.m. was removed, meaning that they could fill orders for food and drinks any time. Servers can take beverage orders from seated slots and table game players round the clock, too. However, bar-side sitting, eating, and drinking are still prohibited.
Specific for each property
All of the Atlantic City casino hotels offer room service for registered hotel guests. Check with the property where you are staying for the hours of operation.
Also, if you have a higher-level player’s card entitling you to complimentary food and beverages at a designated lounge, both the location and the hours of operation may have changed. We recommend that you inquire at the time of your visit.
Poker is back at two casinos–the Borgata and Harrah’s
Atlantic City poker players had to wait a long time to be back in action, but it finally happened.
Poker at the Borgata
The Borgata, despite being the last of the nine Atlantic City casinos to reopen, was the first to reopen its poker room. Because it is Atlantic City’s largest poker room, it makes sense that it would reopen first. However, in accordance with social distancing guidelines, when poker returned to the Borgata on October 21, 2020, the casino only opened 30 of its 77 tables.
Each table has seats for just seven players, with Plexiglas dividers between seats. Unsurprisingly, the demand for seats has consistently greatly exceeded availability, There are frequently very long waits for seats, and since no spectators are allowed in the room, those waiting for seats have to go elsewhere. They receive a text message on their phone when their seat becomes available, which could be hours later.
The Borgata Poker Room is open 24/7.
Poker at Harrah’s
The only other Atlantic City casino poker room that is currently open is at Harrah’s. That poker room reopened on Sat., Dec. 26.
The Harrah’s poker room has 40 tables, with the number open on any given day varying depending on demand. When the room first reopened, the hours of operation were only from 12 p.m. to 4 a.m. However, the room is now open 11 a.m. – 4 a.m. on weekdays and 24/7 on weekends.
Unlike at the Borgata, each table can seat up to eight players. During busy times, you might still have to put your name on a list, but the lists are usually much shorter than at the Borgata.
However, the choice of games is much more limited. 3-6 limit Hold’em and 1-2 No Limit Hold’em games are almost always offered. Other options sometimes include 1-3 and 2-5 No Limit, but nothing higher than that. Players seeking games for very high stakes or other varieties of poker should go to the Borgata instead.
Poker room rules and amenities
As of this writing, both poker rooms offer cash games only, no tournaments. Both rooms also offer high hand and bad beat promotions.
No food is permitted in either poker room. However, both alcoholic and nonalcoholic beverages are available.
Except while a player is drinking, masks are required at all times,
There is no word as yet when the other three Atlantic City casino poker rooms (Caesars Wild West, Tropicana, and Golden Nugget) plan to reopen. However, as soon as we hear further, NJ Online Casino will update you accordingly.
What is currently open and not open at each Atlantic City casino?
If you plan to spend a few hours or longer at a particular casino, it is helpful to know what restaurants and other amenities are available to you and their hours of operation. Some restaurants might be open only at very limited times or only for takeout. Others might not be open at all.
A summary of those restaurants, bars, services, and amenities that are and are not operating as of this writing is provided below for your convenience for each of the nine Atlantic City casinos. However, keep in mind that any of this information might be subject to change. Therefore, if you’re interested in a particular restaurant or amenity, your best bet is to call the casino directly.
Bally’s
Bally’s (except for Caesars Wild Wild West Casino and the William Hill Sportsbook) is now owned by Twin River Worldwide Holdings. The property is no longer affiliated with Caesars Entertainment.

FanDuel Sportsbook
A brand new FanDuel Sportsbook opened at Bally’s in March 2021, just in time for March Madness. The sportsbook is conveniently located on the casino floor next to Noodle Village. It can be quickly accessed from the Northern Boardwalk entrance to the casino.
Hours of operation are as follows:
- Mon. – Thurs. 12 p.m. – 10 p.m.
- Fri. 12 p.m. – 12 a.m.
- Sat. & Sun. 10 a.m. – 12 a.m.
Winning tickets can also be cashed at the casino cashier’s cage.
The sportsbook features a central 25-foot-wide LED video wall and two 10-foot-wide LED walls on each side displaying the games in progress.
FanDuel is a full-scale sportsbook, taking bets on all major US sports. There are five betting windows and 20 self-service kiosks. The minimum bet at the betting windows is $20, but it is only $5 at the kiosks.
Unfortunately, FanDuel does not offer any comp program for sports bettors at this time. However, the manager said they “are working on it.”
The room offers plenty of comfortable seating, including 30 plush armchairs with beverage holders. High-top seats at eight small round tables and one long table are also available. Seating is ordinarily first-come, first served. However, reserved seats can be requested for major sporting events by calling 1-609-289-5441.
In addition, there’s a Sportsbook Lounge that is open daily from noon to 10 p.m. for food and beverage service. The food is modern pub-style fare. A variety of domestic, imported, craft, and draft beers, along with specialty cocktails are available as well. There is also a beer wall where patrons can dispense their own drinks. Except when eating or drinking, masks are required at all times.
Other services and amenities at this Atlantic City casino
Only one shop in Bally’s lobby, the Gift Shop, is open for business. Hours of operation are Mon. – Thurs. 8 a.m. – 12 a.m. and Fri. & Sat. 8 a.m. – 2 a.m.
Two other shops, Signature and Studio, and the pool and fitness center remain closed.
At this time there does not appear to be any live entertainment at this property either. However, that should change by summer. Last summer, Harry’s Oyster Bar frequently offered outdoor musical entertainment.
Borgata
Most but not all of the restaurants and other services and amenities at the Borgata Hotel Casino & Spa are back. For example, indoor food and beverage service is now available 24/7, including 24/7 beverage service to seated players on the casino floor. In-room dining is permitted as well.

BetMGM Race & Sportsbook
This room remains the only place in town where you can bet on horse races. However, effective 4/21/21, players will no longer earn Express Comps or tier credits for their racing wagers.
The Race & Sportsbook offers 100 seats with individual flat-screen monitors and 10 betting windows. However, most of the available seats are reserved in advance by regular patrons.
The room opens at 11 a.m. Mon. – Fri. and at 9 a.m. Sat. & Sun. Closing times vary.
The Boot & Whip bar on the premises is temporarily closed, but patrons may consume beverages purchased elsewhere. No food is allowed in the room at this time.
BetMGM Sportsbook & Bar
Betting windows are open Mon. – Fri. 11 a.m. – 11:30 p.m. and Sat & Sun. 9 a.m. – 11:30 p.m.
If you simply want to place a bet, check a score, or cash a ticket, you may walk in and do so anytime the sportsbook is open. However, except for Tues. and Wed. when the kitchen and bar are closed, if you want to sit down to watch a game, you need to call 1-609-317-8006 in advance for a reservation. Otherwise, all of the seats might be taken.
Unless both the kitchen and bar are closed, all seated patrons are required to order food and/or a beverage. Except when eating or drinking, everyone must wear a mask.

Entertainment
As of this writing, live entertainment is limited to a piano player at the Lobby Bar and live bands performing at the B Bar. However, a few live performances are scheduled to resume at the Event Center starting in June and at the Music Box starting in July.
Pools
All of the Borgata swimming pools except the Indoor Pool & Gardens remain temporarily closed.
The latter is open to hotel guests age 18 and older. The pool is open Sun. through Thursday 7 a.m. – 6 p.m. and Fri. & Sat. 7 a.m. – 7 p.m. Socially distant lounge chairs in groups of 2 and 4 are available on a first-come, first served basis.
Salon and spa services
Spa Toccare, the Salon, and Barbershop are all open most days though hours vary. Advance reservations are required
Prior to receiving services, guests must also answer screening questions indicating that the absence of any possibly related COVID-19 symptoms in the past 72 hours or known exposure to anyone with the virus in the past 14 days.

William Hill Sportsbook
This large full-service sportsbook is conveniently located on the casino floor of the North Tower adjacent to Chickie’s and Pete’s and 10 North. Except for major events, seating is on a first-come, first served basis.
Seated patrons are allowed to eat and drink inside the sportsbook but must keep their masks on at all other times.
The betting lines are the same as at the other Atlantic City William Hill sportsbooks. However, winning tickets purchased at the Tropicana must be cashed at the Tropicana.
The Tropicana sportsbook betting window hours are as follows:

The entertainment options at the Tropicana are currently very limited. However, the Showroom will reopen starting in June for a few scheduled performances this summer. Check the casino website calendar for the dates and times.

Retail Shopping: The Quarter
No Atlantic City casino has a bigger concentration of shops than the Quarter at the Tropicana. You can spend several hours going from shop to shop, if you’re so inclined, and when you get tired, hungry, or thirsty, there are multiple restaurants and watering holes where you can sit down and take a break.
